The Municipal Property Assessment Corporation (MPAC) is responsible for assessing all properties across Ontario and providing data to municipalities in order to calculate annual property taxes.

2017-2020 Property Taxation Years

Step 1: Review

When you receive your Property Assessment Notice, please review it carefully to make sure the information is correct. If a factual error has been made, we will correct it. 

Step 2: Validate

To find out if your assessed value is accurate, simply ask yourself if you could you have sold your property for its assessed value on January 1, 2016. If the answer is no, we want to help you resolve your concern.

Step 3: Contact MPAC

Step 4: Compare

Log in to aboutmyproperty.ca with the Roll Number and Access Key found on page one of your Property Assessment Notice to compare your property to others in your neighbourhood.  You can also use the interactive map to view and save your favourite properties and download a detailed report to accompany your Request for Reconsideration.

You can also receive detailed information on up to six properties MPAC believes to be comparable to yours, free of charge, by submitting a request through our contact us form or sending a written request to MPAC at PO Box 9808, Toronto ON M1S 5T9.

Step 5: File a Request for Reconsideration

If you disagree with MPAC’s assessment or classification of your property, you can file a Request for Reconsideration and we will review your assessment, free of charge. Your deadline to file a Request for Reconsideration with MPAC is printed on your Property Assessment Notice.

What happens if I choose to file a Request for Reconsideration?

We will review the information we have on file to determine if your assessment is accurate, and mail you a letter with the results. You may be able to provide us with information that was not available at the time your property was last assessed, or inaccurate information may be corrected that has played a part in the assessment. There is no fee for this service.

What is the deadline to file a Request for Reconsideration for the 2017 property tax year?

Your deadline is printed on your Property Assessment Notice. If you have misplaced your 2016 Property Assessment Notice, please call us at 1 866 296-MPAC (6722). One of our customer service representatives can assist you.

What information does MPAC need to reconsider my property’s assessment?

You’ll need to provide the reasons behind your concerns, as per Section 39.1 of the Assessment Act. This includes sending us all key details about your property that we should know.  In our review, we also compare your property’s assessed value with sales and values of similar properties in your area as of a set valuation date.

How long does it take for MPAC to review my Request for Reconsideration?

Starting in 2016, property owners will have 120 days from the Issue Date on their Property Assessment Notice to file a Request for Reconsideration. The Issue Date and your unique Request for Reconsideration deadline are included on your Property Assessment Notice. MPAC will send you a letter with the results of our review within 180 days (or less) of when we get your request. Sometimes with more complex scenarios, we may need more time (up to 60 more days) to reconsider a property assessment and complete our review. We will contact you if we need more time.

How does MPAC use the information in my completed Request for Reconsideration?

Our property assessment experts will review your Request for Reconsideration in detail. You will receive a decision from MPAC and if any changes are required, they will be applied to your property and a new Property Assessment Notice will be issued. The information on the Request for Reconsideration form is collected under the authority of the Assessment Act, and will only be used to reconsider your property’s assessment.

How do I submit my completed Request for Reconsideration?

The fastest way to start the review of your property’s assessment is to send us your completed Request for Reconsideration form through aboutmyproperty.ca. Page one of your Property Assessment Notice has your Roll Number and Access Key. You will need these to log in to the website.

You may also send us your completed Request for Reconsideration form by email, fax or mail.

Appealing to the Assessment Review Board (ARB)

You may also file an appeal of MPAC’s assessment with the ARB. The ARB is an independent tribunal (decision-making body) of the Ontario Ministry of the Attorney General.

Please note that if your property, or a portion of it, is classified as residential, farm or managed forest, you must first file a Request for Reconsideration with MPAC before you are eligible to appeal to the ARB.

There is a time limit to submit an appeal to the ARB. It starts on the date that MPAC issues the results of your Request for Reconsideration and ends after 90 days. The deadline for submitting an appeal to the ARB will be in the letter that MPAC sends you with the results of the Request for Reconsideration. Other Property Types

For any other property type, you can choose to either file a Request for Reconsideration with MPAC or file an appeal directly with the ARB.

If you choose to file a Request for Reconsideration first, MPAC will mail you the results of our decision within 180 days. For 2017 and subsequent taxation years, if you have filed a Request for Reconsideration, you cannot file an appeal to the ARB unless you have received a decision from MPAC – or unless you have not received a decision from us and the deadline for us to respond has passed.

Do you own farm, managed forest, or conservation land?

Please note that if your Request for Reconsideration is about eligibility for the farm property class, managed forest tax incentive program, or the conservation land tax incentive program, your request must be handled by the Ministry of Agriculture, Food and Rural Affairs, or the Ministry of Natural Resources and Forestry in accordance with Ontario Regulation 282/98. When you file your Request for Reconsideration with MPAC, you authorize MPAC to transfer your request to the appropriate ministry for this purpose. Your privacy is protected under the Municipal Freedom of Information and Protection of Privacy Act.
