Septic Inspection Program

The Program is currently in the second cycle of inspections, which began in 2015. For the 2018 Inspection season:

  • All properties that received an inspection under the HK-CSI program in 2010 are to be inspected in 2018. 
  • Properties within a Wellhead Protection Area (WHPA) that were inspected in 2013 are to be inspected in 2018 to satisfy the Source Protection Plan requirements (require an inspection every 5 years).  

Call the Township office (519) 395-3735 to schedule your appointment in advance to ensure availability. Appointments for 2018 will be scheduled from April 30th to October 31st:

  • Monday - Wednesday 9:00 a.m. - 2:00 p.m.
  • Thursday 12:00 p.m. - 5:00 p.m.
  • Saturday appointments may be arranged

Who

You must have your septic system inspected under the HK-CSI program once per cycle, which is approximately every 8 years.

Cost

The program is funded by a flat rate per eligible property on your annual tax bill, so there is no fee charged at the time of inspection. 

How

The Municipality has the authority to institute a septic maintenance inspection program under the Building Code. In the Building Code (Sentence 15.10.1(1)), it is stated that: "an inspector may enter upon land and into a building at any reasonable time without a warrant for the purpose of conducting a maintenance inspection." Sewage systems are considered buildings and therefore, under Sentence 15.10.1(2), an order may be made if the inspector is not permitted to conduct the maintenance inspection, as denying permission would be considered a contravention of the Act. 

Preparing for your Inspection

Your system does not require a pump-out for this inspection. Generally, it is recommneded that a septic system should be pumped every 3-5 years, depending on use and capacity. 

  • Under Section 8.9.3.4 of the Ontario Building Code "a septic tank must be cleaned whenever sludge and scum occupy 1/3 of the working capacity of the tank." 
  • The lid(s) to the septic tank must be cleared and accessible before the inspector arrives
  • If the tank has two chambers, both lids must be cleared for the inspection

What do I get once the Inspection is Completed?

A report outlining the visual inspection findings and an aerial property map showing the location of your septic system will be mailed to you within 2-3 weeks. 

If you sell your property, please leave the inspection report for the new owners. 

About the HK-CSI Program

The Huron-Kinloss Community Septic Inspection Program (HK-CSI) program represents a proactive step on the part of the Township and the citizens in addressing the possibility of septic systems affecting surface and groundwater quality. The project was developed as a response to requests from propoerty owners throughout the Township and designed to complement the existing water quality monitoring program. 

The Township of Huron-Kinloss HK-CSI program in the Spring of 2007. The goal of this mandatory inspection program is to encourage maintenance of septic systems, as unmaintained systems are a threat to public health and the environment through contamination of soil, groundwater and surface water. The program also identifies minor issues that can be repaired - potentially avoiding major, costly repairs. 

The first round of inspections for the HK-CSI program tok place between 2007 and 2014. At the end of 2014, 3,023 inspections were completed (this includes multiple systems on properties and follow up visits). The program is currently in the second round of inspections (2015 - present).
