If you own a commercial property or operate a business within the Township’s Community Improvement Plan (CIP) Project Areas in Lucknow, Ripley, and Point Clark (maps available for download on right side), you may apply now for grants to make improvements to your building(s).

The Township offers serveral different grants: Façade Improvement Grant Program; Storefront Sign & Awning Grant Program; Infrastructure Works/Building Restoration and Accessibility Enhancements Program; Community Energy Efficiency Program; the Building Improvement/Structural Grant; and the Marketing Grant Program. Grant monies are allocated on a first come, first serve basis until funds are depleted. Under each grant program, only one application per property will be considered.

Façade and Storefront Sign Improvement Grant Program

To assist business owners improve their visibility and appeal to customers, the Township will fund perpendicular, flat or freestanding signs and facade improvements for businesses located in the Community Improvement Areas in Lucknow and Ripley. The Township offers this Program in partnership with Bruce County through their Spruce the Bruce grant program. Huron-Kinloss applicants who apply to Spruce the Bruce for façade and/or signage improvement funding are automatically considered for funding through the Township of Huron-Kinloss’ Improvement Grants. Spruce the Bruce grant applications are typically open from March 1st until May 1st. To apply, please visit: https://brucecounty.on.ca/business/grants.

Property owners and tenants may still apply to the Township for this grant program (at a 50:50 funding ratio) in the event that Spruce the Bruce funds have been depleted. Although Spruce the Bruce does not fund freestanding signs, the Township of Huron-Kinloss will consider them. The sign and facade designs must follow the Community Toolkits for their respective communities. The Community Toolkits and Community Improvement Area maps are available on the right hand side of this page. One application per property will be accepted.

This grant matches local cash contributions up to $3,000.00 for projects under $10,000.00 with an additional $1000.00 given to projects over $10,000.00.

Patio Grant (COVID-19 Recovery Program)

The Township will provide up to $1,500 for the installation of sidewalk, rooftop or back patios; or for COVID-19 patio adaptations, including expansions to support physical distancing. 

When applying through Spruce the Bruce, applicants may be eligible to receive an additional $2,500 from Bruce County. There is currently no requirement for the applicant to contribute funds for a patio project.

Infrastructure Works/Building Restoration and Accessibility Enhancements Program

This is a Tax Increment Equivalent Grant (TIEG) program to provide tax assistance to private land owners in order to encourage private sector investment in properties and buildings. The TIEG Program will provide tax assistance equal to all or a portion of the municipal property tax increase (increment) following the completion of the project owned by a private land owner that has resulted in an increase in the assessed property value. The time period for the TIEG program would be up to 5 years per project to a total maximum of $15,000 per property. The TIEG program applies to CIP Project Areas in Ripley, Point Clark and Lucknow.

Projects that would be considered for this program (on a case by case basis): 1) Remediation purposes to assist in bringing existing buildings up to current Ontario Building Code standards; and, 2) Accessibility enhancements to downtown and commercial businesses for wheelchair accessible entrances and ramps; or 3) Development or redevelopment of a vacant property for commercial, retail, office, industrial or a mix of uses; or 4) Adaptive reuse of a property to suit a new commercial, retail, office, industrial or a mix of uses..

Eligible projects will include the substantial development, redevelopment, construction or reconstruction of commercial, industrial, and mixed-use buildings/properties that result in a minimum of $100,000 increased in the assessed value of the property. Based on 2016 figures, an improvement which results in a $100,000 increase in assessment value would receive a grant of $705 per year.

Applications must be pre-approved prior to the project start date and a building permit is required. One application per property will be accepted.

Community Energy Efficiency Program

To assist commercial property owners with improving their energy efficiency and conservation, the Township would match local cash contributions for eligible improvements up to $3,000. Eligible improvements would include: 1) construction of new green buildings that meet LEED (Leadership in Energy and Environment Design) certification standards; 2) retrofit of buildings for energy efficiency and resource conservation (i.e. replacement of lighting, doors, windows, insulation, heating, etc. and installation of low-flush toilets, grease trap, etc.); and 3) alternative energy generating sources (i.e. rooftop solar panels). One application per property will be accepted.

Building Improvement/Structural Program - Closed for 2020

The purpose of the Building Improvement/Structural Grant Program is to offer incentives to commercial property owners that propose significant improvement projects that substantially renovate, restore, improve and update a prominent building, structure or key vacant property. A maximum of $20,000 will be awarded in grants annually through this program, the funding can be given to one or multiple applicants. The Township will match cash contributions up to $20,000 per property. Intake dates will be quarterly and all application in that in take will be evaluated based on a scoring matrix.

Thank you to those who applied for our first deadline. All annual funds have been awarded during the first intake in 2020. Please check back in 2021 for the next round of funding through this program.

Marketing Program

To encourage business owners located in the Community Improvement Plan areas to update or create a brand and/or marketing materials to promote their business. The funds must be used to work with an approved graphic designer or brand consultant. The Township would match local cash contributions for eligible projects up to $2,500.
