The Township of Huron-Kinloss declared A State of Emergency on March 23, 2020 in response to the COVID-19 pandemic. 

With this declaration and the provincial government's decision to close non-essential businesses, the Township has made adjustments to the way we provide services to our residents to focus on providing essential services.

Essential services will focus on the following: policing, fire and emergency response; water supply and waste water treatment; emergency infrastructure repair; roads and supporting other essential services as identified by the province.

Township staff is closely monitoring the COVID-19 pandemic in Ontario and will reassess the situation and keep the public informed on any changes.

Township Facilities and Amenities

Due to COVID-19 pandemic and in consultation with public health officials, the Township of Huron-Kinloss has closed facilities to the public until September 8th.

Township facilities and amenities CLOSED to the public:

  • Point Clark Community Center
  • Lucknow Town Hall Theater
  • Ripley-Huron Community Center - Open by Rental/Room Booking Only

Outdoor sports facilities and multi-use fields are now OPEN for casual use only, including:

  • Baseball diamonds
  • Soccer fields
  • Tennis courts - Team play or doubles matches are not permitted unless participants are from the same households
  • Basketball courts 
  • Skate parks
  • Shooting ranges, including those operated by rod and gun clubs
  • All outdoor playground structures
  • Splash Pads
  • Seasonal Washrooms

Emergency Provincial Orders remain in place prohibiting gatherings of more than ten people outside of your current household.

To allow for physical distancing and to limit the spread of COVID-19 when using outdoor amenities, maintain a two-meter distance from others, bring your own hand sanitizer to wash their hands before and after visiting, avoid touching your face and stay home if feeling unwell.

Under the Emergency Management and Civil Protection Act the Mayor may take such actions and make orders as the Mayor considers necessary to implement the Township's emergency plan and to protect the health, safety and welfare of the inhabitants of the Township.

  • Municipal Order to not permit open air burning within the Township of Huron-Kinloss. This ban applies to all open air burns, beach fires and recreational fires (campfires) and fireworks in accordance with the Township of Huron-Kinloss Open Air Burning By-Law No.2016-139 (as amended). REVOKED
  • Municipal Order Revocation Order regarding the operation of any values for the purpose of supplying water to seasonal dwelling.

Under the Emergency Management and Civil Protection Act (EMCPA) the Township of Huron-Kinloss has the authority to enforce emergency orders made under the Act in response to COVID-19.

Public Works (Including Garbage and Recycling)

Seasonal Water Turn On

Water Valves: In light of the water revocation order under the Emergency Management and Civil Protection Act, Residents, please follow your normal practices for turning on your water. If you request a water turn on by the Township, please provide a minimum three business days' notice. Water turn-on will only be performed during regular business hours.


The Huron Landfill: The Huron Landfill is open to the public.  To help minimize the spread of COVID-19, we have implemented additional safety measures to protect both staff and the public.  These procedures may cause delays at the site, please be patient and courteous. 

  • Hours of Operation: Tuesday, Friday and Saturday 10:00 a.m. – 4:00 p.m.
  • Brush will be permitted however we strongly encourage use of the temporary yard waste depots in Point Clark, Ripley and Lucknow. This will be available to until November 2020.
  • We encourage residents to continue to use curbside pick-up for household garbage.

Kinloss Landfill: The Kinloss Landfill will be open on Saturdays 10:00 am to 2:00 pm until October 31, 2020.  The site only accepts brush, steel, white goods and recyclables, and is located at 690 Kairshea Avenue between Bruce Road 1 and Paradise Lake Street.

Temporary Yard Waste Disposal Sites

Temporary Yard Waste Disposal Sites in Huron-Kinloss will close November 5 2020. These depots are to dispose of brush, leaves, branches and grass clippings.  Please respect social distancing and remain a minimum of 6 feet from other residents.  No household garbage or plastic bags (Contractors not permitted). 

  • Point Clark Community Centre, 344 Lake Range Drive, Point Clark just south of the cardboard recycling bins.
  • Ripley-Huron Community Centre, 17 Queen Street, Ripley beside the tennis courts.
  • Lucknow Soccer Fields, 907 Havelock Street, Lucknow, just south of the Lucknow Soccer Fields.

Fire Department

The Ripley-Huron Fire Hall is closed to the public The Ripley-Huron Fire Department will continue to provide Emergency Response services to the community without delay or interruption.

A reminder to Huron-Kinloss property owners that the penalty deferral ends on September 1, 2020. Updated statements were mailed the first week of August.  Any amounts outstanding after September 1st will be subject to interest.

Council has authorized that no penalty will be charged on any current year taxes and receivables until September 1, 2020.  

Interest will continue to apply if you have 2019 (or older) tax arrears.  

Pre-authorized payments and previously submitted post dated cheques will continue to be processed as usual unless you contact the Township office at 519-3935-3735 or by email to make changes.  

Notification must be received at least one week prior to the scheduled date to allow time to process the change. 

Please remember that pre-authorized payment plans are designed to equalize your payments throughout the year and delaying payments will affect the remainder due for the year. 

Building, Planning and Bylaw

The Building & Planning Department continues to operate. Residents wishing to apply for a building permits can email the Building Department.

Completed applications may be submitted by mail, e-mail or delivered the drop box located at the Municipal Office. 

Inspections can be scheduled by email or by phone, 519-395-3735.
Many construction projects are not considered essential at this time and Provincial Orders prohibit them from operating. Please call the “Stop the Spread Business Information Line” at 1-888-444-3659 to determine whether your project is considered essential.

By-Law Enforcement continues to operate.  To report By-Law complaints please contact (519)-395-3735 or for emergencies contact (519)-395-3844; response time will vary based on the nature of the complaint.

The County of Bruce has launched an Economic Task Force made up of economic development professionals, business owners, local stakeholder, and municipal staff that will guide you through the application processes and help you receive appropriate funding to assist you and your business during the COVID-19 crisis.
