New Terms of Reference with the NWMO

Township of Huron-Kinloss adopts “Terms of Reference” with Nuclear Waste Management Organization Primary Significant Neighbouring Community Working Group.

HURON-KINLOSS ON: On September 20, 2021, Council of the Township of Huron-Kinloss adopted a Terms of Reference with the Nuclear Waste Management Organization Primary Significant Neighbouring Community Working Group.

The Nuclear Waste Management Organization (NWMO) is implementing Canada’s plan for used nuclear fuel, known as Adaptive Phased Management (APM) for the long-term management of Canada’s used nuclear fuel, including, a collaborative process to select a site where Canada’s used nuclear fuel can be safely contained and isolated in a deep geological repository (DGR).

The Township of Ignace in northwestern Ontario, and the Municipality of South Bruce in southern Ontario are considered potential host areas for the project.

Lands in Huron-Kinloss are not being considered for the potential repository site, however, the NWMO acknowledges that Huron-Kinloss directly abuts South Bruce and will be particularly directly impacted by the DGR given Huron-Kinloss’ immediate close proximity to the DGR site.

Given these principles, outcomes and direct impacts, Huron-Kinloss is considered as a Primary Significant Neighbouring Community for the DGR should South Bruce be selected.

The Terms of Reference with Nuclear Waste Management Organization Primary Significant Neighbouring Community Working Group sets out the basis and foundation of ongoing dialogue and work in advancing their respective due diligence reviews and engagement on the APM project in the South Bruce potential siting area.

Mayor Twolan states “Having a Terms of Reference in place with the NWMO allows the Township of Huron-Kinloss to ensure our questions and concerns with potential impacts and benefits arising from the project are addressed through funding provided by NWMO and the commencement and completion of third-party due diligence studies and reports.”

NWMO Site Director Tareq Al-Zabet states “We are pleased to endorse a terms of reference with Huron-Kinloss, to foster collaboration and sharing of information. We appreciate all of the work that went into making this happen. The NWMO will continue to reach out and build relationships with adjacent municipalities as we move toward site selection in 2023.”
