Notice of Decision

CONCERNING A COMMUNITY IMPROVEMENT PLAN PURSUANT TO
SECTION 28 OF THE PLANNING ACT

TAKE NOTICE that on April 15, 2024 the Council of the Township of Huron-Kinloss passed By-law 2024-039, being a By-law to Adopt a Community Improvement Plan, and and By-law 2024-38, being a By-law to Designate Community Improvement Plan Areas, for the Township of Huron-Kinloss.

The Community Improvement Plan (CIP) applies to all lands within the Township of Huron-Kinloss.

A copy of the By-laws and Schedules can be found at  https://www.huronkinloss.com/build-invest-and-grow/community-improvement-plan/.  The Township of Huron-Kinloss Council did not receive any written or oral submissions to consider before approving this By-law.

The purpose of the new CIP is to adopt a program that encourages the redevelopment, revitalization and improvement of private lands in the Township of Huron-Kinloss through a variety of financial incentives. The updated CIP will replace the previously developed CIP, it will apply to both settlement and rural areas of the Township, and will allow for increased access to funding opportunities through the Township's Downtown Improvement Program and Bruce County’s Spruce the Bruce Program.

ADDITIONAL INFORMATION regarding the Community Improvement Plan is available for review Monday to Friday between 8:30 a.m. and 4:30 p.m. at the Municipal Office at 21 Queen St. Ripley, Ontario and on the municipal website at https://www.huronkinloss.com/build-invest-and-grow/community-improvement-plan/, or by emailing the Manager of Strategic Initiatives, Michelle Goetz at mgoetz@huronkinloss.com.

APPEAL RIGHTS: Only individuals, corporations, or public bodies may appeal a decision of the approval authority to the Ontario Land Tribunal. A notice of appeal may not be filed by an unincorporated association or group. However, a notice of appeal may be filed in the name of an individual who is a member of the association or the group on its behalf. No person or public body shall be added as a party to the hearing of the appeal unless, before the plan was adopted, the person or public body made oral submissions at a public meeting or written submissions to the council or, in the opinion of the Ontario Land Tribunal, there are reasonable grounds to add the person or public body as a party.

Anyone wishing to appeal the decision is required to submit a Notice of Appeal (available at https://olt.gov.on.ca/appeals-process/) setting out the reasons for the appeal and the specific part of the proposed Community Improvement Plan to which the appeal applies, as well as the prescribed appeal fee required by the Tribunal.

The last date for Appeal of this Decision is May 13th, 2024. Appeals are to be filed with the Approval Authority:
