Council Highlights April 3rd, 2024

The Township of Huron-Kinloss Committee of the Whole was held in Council Chambers at 21 Queen Street in Ripley at 7:00 p.m. Highlights from the meeting include:

Boiler Beach Road Reconstruction Project Update

The Director of Public Works presented the Boiler Beach Road Reconstruction Project Update to Council. The presentation reviewed the history regarding the reconstruction project. Although parking is technically permitted on the entire length of the roadway, this is causing encroachments on the traveled lane in many areas.  

The most highly noted concerns during the Boiler Beach Road engagement were safety of pedestrians and cyclists and speed of vehicles.  Similar concerns were expressed by residents as non-residents. 

Staff noted constraints to developing a multi use path which include limited space, requirement to move hydro poles, requirement for reinforcement of shoreline in areas, and the need to merge with vehicular traffic in multiple places along the trail. 

Council directed Staff to proceed with the design of Boiler Beach Road with designated on-street parking areas and to continue to investigate pathway opportunities.

Huron Shores ATV Club New Off-Road Trails

The Township entered into an agreement with the Huron Shores ATV Club to use the unopened road allowance known as Walker’s Line between Bruce Road 6 and Kairshea Ave as part of their ATV trail network. Township staff have viewed the property with the Huron Shores ATV Club and Bruce County staff and do not have any concerns with the trails proposed. They are going to be using existing logging trails so any trees that have to be removed will be relatively small in size.

Users of the Huron Shores ATV Club Trail Network will be required to obtain a permit from the club to use the trails, including this new section.   

Wheeler and Outram Reconstruction

The Township has accepted the tender from Lavis Contracting Co. Limited for the reconstruction of Wheeler St. and Outram St. and the rehabilitation of structures L1 and L3 in Lucknow. The street reconstruction scope will include full reconstruction of Wheeler St. from structure L3 to Havelock St., including new storm sewers, watermains, curb and gutter and sidewalks. The new sidewalk will extend to Stauffer St. to connect to the existing sidewalks. Outram St. will include new storm sewers, curb and gutter and a new sidewalk.

Nuclear Exploration Forum

May 15th, 2024 3 to 9pm Mildmay Carrick Complex

The Nuclear Exploration Forum will feature panel presentations and an exhibition area where the public can talk to subject matter experts about topics related to the NWMO project, with a focus on deep geological repository safety and potential opportunities. There will be a Youth Zone, Kids Programs, and food stations. Registration is encouraged; visit www.southbruce.ca/Forum for details.

Community Improvement Plan

Notice has been given for the public meeting regarding the updated Community Improvement Plan on April 8th, 2024 in Council Chambers at 7PM. The draft Community Improvement Plan and the four Community Improvement Plan Area maps have been uploaded to the website.

Staff will review any feedback received on or before April 8th and make any necessary changes to the by-law before bringing it forward to Council on April 15th, 2024.

Upcoming Meetings

The next Township of Huron-Kinloss Council meeting is scheduled for 7:00 p.m. on Monday, April 8th, 2024. This meeting will be held in Council Chambers at the Municipal Office, 21 Queen Street in Ripley.
