Committee of the Whole Highlights – June 1, 2026
The Township of Huron-Kinloss Committee of the Whole meeting was held in Council Chambers at 21 Queen Street in Ripley at 7:00 p.m.
Highlights from the meeting include:

Treasury: 2026 Budget Amendment
Summary: Committee of the Whole reviewed a proposed amendment to the 2026 Budget to address infrastructure and facility needs, with no impact to the tax levy.
The proposed amendment addresses two items not fully captured in the current 2026 budget:
Parkplace Easement Remediation:
- A culvert and drainage system is not functioning as designed and is contributing to road deterioration
- Work includes culvert replacement and regrading to restore proper drainage
- The project was approved and awarded in 2025 but was not completed or carried forward into the current budget
Medical Centre Generator and Furnace:
- The existing furnace (approximately 20 years old) limits compatibility with a backup generator system
- The project includes replacing the furnace and installing a compatible generator system as part of a more cost-effective and compatible solution
- The amendment would be funded using reserve funds
What This Means for Residents:
- Improved drainage will help protect road infrastructure on Parkplace
- Upgrades at the Medical Centre will support reliable heating and backup power
- No additional impact on property taxes

Public Works: Sunset Place Drainage Improvements
Summary: Committee of the Whole reviewed and recommended awarding a contract for storm sewer installation on Sunset Place to address drainage issues within the subdivision.
- The project would replace the current open drainage ditches with a continuous storm sewer system
- The existing drainage system has experienced has experienced drainage challenges, particularly during higher volume conditions
- A closed storm sewer system has been identified as a more reliable long-term solution
- TAS Excavating & Rentals Ltd. submitted the lowest acceptable bid ($369,288.98 + HST)
- In accordance with municipal drainage and servicing practices, a portion of the project cost is proposed to be shared by benefiting property owners, consistent with how similar local improvement projects are funded
- The Township would cover engineering, design, and related system improvements
- Affected property owners will receive detailed letters outlining estimated costs, timelines, and available payment options before any work proceeds

- Improved drainage performance and reduced pooling during wet conditions
- A more consistent and maintainable system over the long term
- Clear communication will be provided to impacted property owners, including cost details and flexible payment options

Public Works: Tandem Snow Plow Purchase
Summary: Committee of the Whole recommended purchasing a new tandem snow plow to maintain winter road service levels.
- A 2012 plow truck was lost due to fire, and a previously ordered replacement will not arrive before the upcoming winter season
- Without replacement, backup plow capacity would be limited for the upcoming winter season
- Proposed purchase: 2026 Western Star tandem plow from Viking‑Cives Ltd. ($491,067 + HST)
- Non-competitive procurement is recommended due to limited availability within the required timeline
- Insurance funding will help offset the cost, keeping the purchase within the approved 2026 budget

Governance: Ontario Ombudsman Report (2016–2026)
