Council Highlights May 21st, 2025

The Township of Huron-Kinloss Council Meeting was held in Council Chambers at 21 Queen Street in Ripley on Wednesday, May 21st at 7:00 p.m. Highlights from the meeting include:

Municipal Property Assessment Corporation Presentation

Council received a presentation from the Municipal Property Assessment Corporation (MPAC) outlining their role in Ontario’s property assessment and tax system. MPAC determines property classifications and values based on legislation from the Ontario Government, with current assessments reflecting market values as of January 1, 2016. Residential assessments consider five key factors: building age, location, construction quality, exterior square footage, and lot dimensions. The presentation also covered MPAC’s involvement in the building permit process, how to resolve assessment concerns, and tools like AboutMyProperty. A helpful video explaining how property taxes are calculated was shared during the presentation.

Development Charges and Investment Performance

Council received two financial reports from Treasurer Christine Heinisch for information. The Statement of Development Charges report confirmed that $32,062.79 was collected in 2024, along with $5,281.68 in interest, for a total of $37,344.47 allocated to growth-related projects as required under the Development Charges Act.

The Statement of Investments report provided an update on the Township’s investment portfolio, which had a total value of $7,210,804.40 as of December 31, 2024. Investment interest earned during the year was $266,438.57, an increase from the previous year, reflecting successful investment in higher-yielding short-term options while maintaining liquidity for infrastructure needs.

Updated Refreshment Vehicle By-Law Passed

Council passed an updated Refreshment Vehicle Licence By-Law that expands opportunities for mobile food vendors while maintaining a focus on public safety and fairness. The by-law now permits refreshment vehicles to operate on more municipally owned lands and commercial properties, including designated parks and community centres across the lakeshore area. The by-law continues to allow flexibility for vendors and event organizers, with special event permissions available through the Clerk.

Upcoming Meetings

The next Township of Huron-Kinloss Committee of the Whole meeting is scheduled for 7:00 p.m. on June 2nd, 2025. This meeting will be held in Council Chambers at the Municipal Office, 21 Queen Street in Ripley.
