Township of Huron-Kinloss Introduces New AMPS Program

The Township of Huron-Kinloss is pleased to announce the launch of the Administrative Monetary Penalty System (AMPS) in the Township of Huron-Kinloss. This new system allows by-law related offences to be addressed directly by the Township, streamlining the resolution process and enhancing overall efficiency.

Key Benefits of AMPS

  • Faster Resolutions: AMPS reduces wait times for resolving penalty notices.
  • Improved Compliance: The system aids in better by-law adherence and community safety.
  • Enhanced Customer Experience: The process is simpler and more user-friendly.

Appeals Process

If you receive a penalty notice, you have 15 days to pay or appeal the notice. The appeals process involves two stages:

  1. Screening Officer Review:

    • Request a screening within 15 days to dispute the notice or request more time to pay.
    • The screening officer can confirm, adjust, or cancel the penalty.
    • If you don’t attend your review appointment, the appeal is dismissed and a non-appearance fee is added.
  2. Hearing Officer Review:

    • If unsatisfied with the screening decision, request a Hearing Officer review within 15 days.
    • The Hearing Officer's decision is final and binding, and the penalty becomes payable immediately unless stated otherwise.

This system represents a significant improvement in how we handle by-law offences, ensuring a fairer and more efficient process for our residents.
