RZone - Respect and Responsibility Policy

What is RZone?

RZone is a policy established by the Township of Huron-Kinloss to ensure a positive, safe, and supportive environment for all members of the public and Staff at Township facilities, events, and programs. The goal is to prevent and address inappropriate behavior or violence within Township-owned properties.

Goals and Guidelines

The goal of the RZone policy is to promote respect, commitment, and considerate relationships between the Township and the public. By fostering a safe and positive environment, the Township aims to enhance understanding and awareness of this policy.

Staff and volunteers are not expected to jeopardize safety. Inappropriate behaviors include aggressive approaches, attempts to incite anger, theft, possession of weapons, illegal substance consumption, contravention of by-laws, vandalism, and harassment. Staff may involve the police in contentious situations.

This policy applies to all members of the public and Township Staff at Township facilities, properties, events, programs, and in written or verbal communications. Leased facilities may follow the lessee's internal procedures and are not subject to this policy.

The RZone policy covers guidelines for addressing inappropriate behavior or violence within Township-owned facilities and properties. It extends to written and verbal communications with the Township, aiming to encourage respect, commitment, and positive relationships.

RZone is a zero tolerance policy that applies to the Township’s facilities, properties, events, and programs. The policy enforces zero tolerance for inappropriate behaviour, including:

  • Aggressive or intimidating approaches to another individual, including verbal assault.
  • Attempts to goad or incite anger in others.
  • Throwing of articles in a deliberate or aggressive manner. 
  • Physical striking of another individual. 
  • Theft of property. 
  • Possession of weapons.
  • Illegal consumption of alcohol or drugs. 
  • Contravention of Township by-laws, policies or procedures.
  • Vandalism.
  • Harassment.

If at any time Staff or volunteers feel threatened, they are to call the OPP for assistance.

Depending on the severity of the incident, the following actions may be taken:

  • Letter of Warning: Issued for behavior violating the policy.
  • Letter of Trespass: Issued for grossly inappropriate or threatening behavior, leading to a temporary or permanent ban.
  • Ban: Prohibition from specific Township facilities for a specified period.

If you are involved in or have witnessed a situation in a municipal 'indoor' facility you can report it to a Staff member. With your assistance they will complete the report. When a situation occurs at an 'outdoor' facility you may advise a community organization member if present and no Staff are available.  

Otherwise, you may file an Complaint and Incident Reporting form. 

Roles and Responsibilities

  • Everyone is responsible for behaving respectfully.
  • The Township collaborates with the community to ensure a positive environment.
  • Training and education support this policy, provided during Human Resource onboarding.
  • In cases of harassment or violence, the Workplace Violence and Harassment Policy is followed.
  • Human Resources monitors policy violations, and the public reports incidents to Township staff.

Non-Compliance

Consequences of non-compliance vary based on severity:

  • Immediate removal from premises for severe incidents.
  • Letter of warning and possible ban.
  • Financial responsibility for damages to Township property.
