Septic Inspection Program

We care about the environment and know you do as well. The Huron-Kinloss Community Septic Inspection Program (HK-CSI) program is one way we are protecting our surface and groundwater quality.

Every property with a septic system in the Township is required to have their system inspected once in an eight-year cycle, or every five years if you're within a Wellhead Protection Area. The first cycle started in 2007 and we're currently in the third cycle of inspections that began in 2023.

A one-hour time slot is booked for each inspection and here's what you need to know:

  • Please make sure your pets are inside or secured prior to and for the length of the inspection.

  • Our inspector has identification with him and does not need to enter your home.

  • Your system lids must be dug out if they're buried, but don't take the lids off, the inspector will do that.

  • You DO NOT have to have your system pumped for this inspection, but you can arrange to have it done after if you'd like. Generally, systems should be pumped every 3 to 5 years depending on usage.

  • The inspector does a visual inspection of the property and checks levels, filters, and general operation of the system.

You don't have to be present for the inspection, but it's a great idea to be there if you can so the inspector can answer any questions you might have.

No, the program is funded by a flat rate per eligible property on your annual tax bill, so there is no fee charged at the time of inspection. For Cycle 3, the fee is $70 per eligible property.

If you’re present during your inspection, the inspector will let you know if anything needs attention. Most recommendations are simple and easy to handle:

  • Pump the system when it’s due.

  • Switch toilet paper if the heavy kind is causing crust buildup.

  • Rinse your filters once a year to keep them working properly.

  • Consider installing risers so you don’t have to dig up the lids each time.

Sometimes, the inspector may identify an issue that requires repair. In that case, you’ll need to connect with a contractor to complete the work.

A few weeks after your inspection, you’ll receive a copy of your Septic Inspection Report for your records.

The goal of the mandatory inspection program is to help property owners learn about how their septic system works and how to maintain it. Through regular care, we decrease the threat to public health and the environment by identifying repairable issues instead of waiting for big problems that can contaminate soil, ground water and surface water.

Yes! The first round of inspections took place between 2007 and 2014. There were 3,023 inspections were completed (including properties with multiple systems and follow-up visits).

Tertiary systems must have an inspection under the Huron-Kinloss Septic Inspection Program. Tertiary systems also require an annual maintenance contract and inspections, which must be completed by an authorized representative of the manufacturer. The Township of Huron-Kinloss does not accept inspections conducted as part of your manufacturer maintenance contract.

No, an inspection submitted by a private company cannot be used for the septic inspection program. This independent inspection is often much more in depth (with use of a camera providing internal photos of the system) than the one conducted on behalf of the Township.  We need to conduct our inspection with the same standards applied to all properties. 

Properties located within the WHPA must be inspected every 5 years to satisfy the legislative requirements of the Source Protection Policy (under the Clean Water Act) which requires all septic systems located within a WHPA with a vulnerability score of 10 to have the system inspected every 5 years. Properties within a WHPA are tracked within the septic program data and are sent correspondence notifying them of their required inspection every 5 years. An inspection under the HK-CSI program satisfies the requirements under the Source Protection Policy. The Township of Huron-Kinloss is required to report these inspections on an annual basis.
