Septic Inspection Program

The Township of Huron-Kinloss operates a mandatory Septic Inspection Program to help protect surface and groundwater and support the long-term performance of private septic systems.

All properties with septic systems are required to be inspected:

  • Every 8 years, or
  • Every 5 years if located within a Wellhead Protection Area (WHPA) A or B with a vulnerability score of 10

The current inspection cycle began in 2023.


Key Program Information

Regular inspections help identify potential issues early, reducing the risk of more significant and costly problems. They also help protect the health of the community and local environment.

  • Inspection time: Approximately 30 minutes per property
  • Home access: Not required; the inspection is conducted outdoors
  • Attendance: Not required, but highly recommended
  • Cost at inspection: No fee is charged at the time of inspection
  • Annual cost: $73 per eligible property, included as part of your property taxes

Request a Septic Inspection Report

Property owners can request a septic inspection report or authorize a representative, such as a real estate agent, to access it.

  • Request a copy of a septic inspection report
  • Authorize a real estate agent to access a report
  • Access available historical inspection records

The information provided in this report does not constitute any guarantee of the operational fitness or condition of the system but is only a compilation of known information and observations obtained through a non-invasive inspection.

What to Expect

To help ensure the inspection can be completed safely and efficiently, please complete the following prior to the inspector’s arrival:

  • Secure pets for the duration of the inspection
  • Locate and uncover septic system lids, if they are buried
  • Leave all lids in place — the inspector will remove them as needed
  • You are not required to have your system pumped prior to the inspection

Inspections typically take approximately 30 minutes.

The inspection includes a visual assessment of the septic system, including:

  • Tank levels
  • Filters
  • General system condition

If you are present, take the opportunity to ask the inspector any questions you may have about septic maintenance, operation, or your system.

If you are present during the inspection, the inspector will review their findings with you and answer any questions you may have.

You will receive a copy of your Septic Inspection Report within a few weeks for your records.

There is no fee charged at the time of inspection.The program is funded through the annual tax levy at a cost of $73 per eligible property per year. This amount is included as part of your property taxes.

In most cases, recommendations are minor and related to regular maintenance, such as:

  • Pumping the system when required
  • Cleaning or maintaining filters
  • Installing risers to improve access

If an issue requiring repair is identified, you will be responsible for arranging the work through a qualified contractor.

No. You are not required to be present; however, it is recommended so you can speak with the inspector and ask questions. If you are not present, the inspection will still be completed and a report will be provided.

No. Pumping is not required prior to the inspection, although regular pumping every 3 to 5 years is recommended depending on system use.

No. Private inspections cannot be used for this program. All inspections must be completed by the Township to ensure consistent standards for all properties.

Tertiary systems must still be inspected as part of the program. These systems also require a separate annual maintenance contract with an authorized service provider. Maintenance inspections do not replace the Township’s inspection.

The Township schedules inspections by area and will contact property owners when their inspection is due. You may also contact the Township at any time to confirm your inspection status.

Properties located within a Wellhead Protection Area (WHPA) are required to have their septic systems inspected every 5 years in accordance with Source Protection policies under the Clean Water Act.  

The Township tracks properties within WHPAs and will provide notification when an inspection is required.

An inspection completed through the Huron-Kinloss Community Septic Inspection program satisfies these requirements.
