Council Highlights – July 13, 2026

The Township of Huron-Kinloss held a Council meeting on Monday, July 13, 2026 at 7:00 p.m. in Council Chambers at 21 Queen Street in Ripley.

Bruce Area Solid Waste & Recycling – Municipal Services Corporation

Council endorsed the Bruce Area Solid Waste & Recycling (BASWR) Municipal Services Corporation (MSC) Business Case and approved the Municipal Services Corporation as the preferred long-term governance model for the BASWR program.

This decision relates to how the program will be governed in the future. There are no changes to waste or recycling services for residents.

The Township of Huron-Kinloss is one of several municipalities participating in BASWR. To support effective, affordable service over the long term, BASWR completed a business case evaluating governance options, costs, and opportunities to strengthen oversight.

Council's decision followed a regional public consultation process that included a resident survey and a virtual Town Hall on July 7, 2026. Feedback from these engagement opportunities informed the recommendations presented to participating councils.

The proposed Municipal Services Corporation model would:

  • Be governed by participating municipalities, with each municipality appointing one representative.
  • Include two independent, skills-based voting directors to provide additional expertise.
  • Keep key decisions under municipal oversight through reserved shareholder powers, including changes to the corporation's mandate, membership, major borrowing, and significant service agreements.
  • The next step is to develop the legal and governance framework needed to implement the MSC. The final governance documents will return to participating councils for review and approval before implementation.

  • No changes to your waste or recycling services. Collection services will continue as usual.
  • This decision is about the future governance of the BASWR program, not day-to-day operations.
  • Participating councils will continue reviewing the proposed governance model before it is implemented.
