Committee of the Whole Highlights – May 4th, 2026
The Township of Huron-Kinloss Committee of the Whole meeting was held in Council Chambers at 21 Queen Street in Ripley at 7:00 p.m.

Municipal Law Enforcement: Administrative Monetary Penalty System (AMPS) Amendments
Council reviewed proposed updates to the Township’s Administrative Monetary Penalty System (AMPS), including adding parking offences and adjusting penalties.
AMPS allows certain by-law violations to be handled through an administrative process instead of the court system. Parking infractions would be added, along with updates to related by-laws and administrative fees.
The updates would:
- Add parking infractions to AMPS
- Adjust some penalty amounts and administrative fees

- Parking tickets may be handled through a local administrative process instead of the courts, allowing for quicker resolution
- Residents can request a review of penalties through a local process rather than attending court

Community Services: Ripley-Huron Community Centre Storage Addition
Council approved awarding the contract for a new storage addition at the Ripley‑Huron Community Centre.
The project will add approximately 1,000 square feet of storage space to the facility, helping improve organization and access to equipment.
It is supported through provincial funding for community recreation infrastructure.
The addition would:
- Provide dedicated storage space for community groups and user organizations
- Improve day-to-day operations for staff and volunteers
- Reduce clutter and potential safety hazards within the facility

Public Works: Spring 2026 Road Flooding Response
Council received an update on spring 2026 road flooding following significant rainfall and rapid snowmelt, along with the Township’s response in affected areas.
Spring flooding was driven by a combination of rapid snowmelt and sustained rainfall on already saturated ground.
Impacts were most noticeable along the Lakeshore and included:
- Bruce Beach Road, which was temporarily closed due to significant water over the roadway and required pumping to reopen
- Temporary closure of the Point Clark Community Centre due to flooding
- Localized flooding on Jeater Street and Victoria Road, with reports of water affecting nearby properties
Staff responded by monitoring conditions, closing roads where necessary, and using pumps and grading equipment to manage water and restore access.
Longer-term drainage solutions, including improvements identified in the Point Clark Drainage Master Plan, are being reviewed and may be considered in future budgets.

- Roads and facilities may be temporarily affected during periods of heavy rainfall or rapid snowmelt
- Some areas may continue to experience drainage challenges, with longer-term solutions under review

Community Events: Support for Dungannon Super Pull and Music in the Fields
Council approved support for major community events, including the Lucknow & District Kinsmen’s Dungannon Super Pull and Music in the Fields.
The Township will provide support these events through services such as traffic control, road maintenance, waste management, and other operational assistance.
As part of event planning, Council also approved noise exemptions to allow amplified sound and event activities outside of normal by-law hours.

- Major events will bring increased activity, visitors, and economic benefits to the community
- Residents may notice temporary increases in traffic, noise, and municipal activity during event periods
- Noise exemptions permit amplified music and event activity later into the evening
