Council Highlights July 21st 2025

The Township of Huron-Kinloss Council meeting was held in Council Chambers at 21 Queen Street in Ripley at 7:00 p.m. Highlights from the meeting include:

2025 Asset Management Plan Presented

Jasmine Shadd of PSD Citywide presented the Township’s 2025 Asset Management Plan, developed to meet provincial requirements under Ontario Regulation 588/17. The plan provides a detailed overview of the condition and long-term funding needs for all municipal infrastructure, including both core assets (like roads, bridges, water, and sewer systems) and non-core assets (such as buildings, vehicles, and equipment).

The total replacement cost of the Township’s infrastructure is estimated at $302 million, with 81% of assets rated in fair or better condition and an overall average condition of "Good." To properly maintain and replace these assets over their full lifecycle, the Township would need to invest an average of $7.5 million per year. Current funding levels cover about 75% of that need, which is notably stronger than many municipalities—Shadd noted most are funding closer to 50%, and she has yet to see one meeting 100%.

Three funding scenarios were presented for Council’s consideration, each with varying impacts on tax, water, and wastewater rates. Scenario 1, which proposes modest rate increases and maintains current service levels, was identified as the most balanced and financially sustainable option. This approach also aligns with public feedback and supports the Township’s goal of responsible investment.

The Asset Management Plan will be reviewed annually, updated every five years, and refined continuously as more detailed data becomes available.

Upcoming Meetings

The next Township of Huron-Kinloss Committee of the Whole meeting is scheduled for 7:00 p.m. on Wednesday, August 6th, 2025. This meeting will be held in Council Chambers at the Municipal Office, 21 Queen Street in Ripley.
